I know some teams that are so used being micromanaged that they’d be scared to be empowered, so it’s a collaborative process that can be blocked by bad leadership.

Yes, some teams get so used to being told what and how to do things, empowerment feels quite uncomfortable and foreign.
It's the collaboration between leaders and team members that pushes the pendulum in the right direction.
